Thanks to all who replied to my posting. The problem was that DECwindows doesn't
load up the TCPIP transport software unless you tell it to before DECwindows
startup. After placing the following in my systartup_v5.com and rebooting,
Xwindow-via-TCPIP connections work with no problems:

	$ define/sys decw$install_tcpip "TRUE"
