Well, it turns out that the name of the system can only be up to 6 characters
long.  This means that you have to define an alias for the NNTP servers system.
We did this here by inserting the following in the WIN/TCP files:

In TWG$TCP:[NETDIST.ETC]HOSTS.

129.130.10.3    deimos.cis.ksu.edu nntpsv

In TWG$TCP:[NETDIST.ETC.NAMED]NAMED.HOSTS

nntpsv.         IN      CNAME   deimos.cis.ksu.edu.

I don't really know if both entries are needed, but I can now enter:

   NEWS> set newsgroup/server=nntpsv/proto=wintcp

and the newsgroup will be fed from the remote site.  Thanks to all who helped.
