It was just brought to my attention that there is a serious problem with the
NCP COPY command. This is the command to copy the node name database from
another node. 

If the command is executed with INSUFFICIENT priv, like just OPER, it will
damage the executor node database. The problem I saw was a damaged NONPRIV
PASSWORD. This cause all incoming MAIL to fail.

When the command was retried with full privs, it worked fine. I called Colorado
Springs and they confimed this behavior. Their recommendation was to run
the NCOP COPY command ONLY with FULL privs.

When I get more time, I'll try to fiure out just what's needed to make it
run correctly.
